Chi Ling ChanFounder of the EquiTech Collective and Senior Fellow at the Atlantic InstituteChi Ling is Founder of the EquiTech Collective and Senior Fellow at the Atlantic Institute, under the Atlantic Fellowship for Health Equity in Southeast Asia. She was formerly Deputy Director at Open Government Products, Govtech Singapore. Between 2020 and 2022, she concurrently served as Deputy Director at the Ministry of Health (Information Technology and Data Group) and Smart Nation Digital Government Group (Special Projects). Prior to that, she served in the Singapore public service in various roles within the Prime Minister’s Office, Ministry of Health, and GovTech. During her time with the Ministry of Health, she helmed portfolios in manpower planning and financing for the community care sector. Amidst COVID-19, she led a team to launch the Singapore Healthcare Corps, which recruited healthcare volunteers to augment the healthcare workforce as part of crisis response. In late 2020, she led the formation of a healthcare technology sandbox within Ministry of Health and Open Government Products (OGP) to modernise healthcare technology systems with a software product team. She served as Product Manager for the National Appointment System for Singapore’s COVID-19 vaccination rollout (vaccine.gov.sg), antigen rapid testing registration systems, the COVID-19 management backbone, and Sync, a product for sharing of test and vaccination records. Beyond Singapore, she supported bilateral technology exchanges between Singapore and Vietnam, and played an advisory role for their digital transformation initiatives. Outside of her professional roles, Chi Ling serves on the Digital Board Committee for the National Volunteer & Philanthropy Centre, and volunteers as Chief Operating Officer for Better.sg, a charity she co-founded in 2019 to supercharge volunteer-led tech-for-good projects to address societal issues. For her work in the public and people sectors, she was recognized as a recipient of the Singapore Computer Society 100 Women in Technology in 2021. |

Liz is the Head of Agency and Ecosystem at Google responsible for supporting agencies and partnerships. Liz is passionate about bringing the best of Google to New Zealand businesses and the Government. In particular, how clients can harness the third major shift, AI.
Prior to Google, Liz spent 10 years working in creative and media agencies Australia sitting at the intersection of creative, media and customer experience. During that time she helped Omnicom move towards their vision of an integrated, data driven future. At the beginning of 2017, she was seconded to BBDO New York and Hearts & Science to develop the integrated planning process across media and creative for their largest client, AT&T. And in October 2017, she was seconded again to BBDO Worldwide to lead the development of the network’s new strategic planning tools.
She was also awarded The B&T Women in Media, Media Agency award for 2016 (Australia).
