Emma is a trusted and experienced Senior Adviser, having worked at the highest levels of government across federal, state, and territory jurisdictions. Her portfolio includes roles with Premier Daniel Andrews, Chief Minister Andrew Barr, and former Prime Minister Julia Gillard.
 
Emma led the strategic communications for Australia’s first legislated Treaty process at the First Peoples’ Assembly of Victoria. In this role, she worked alongside elected Traditional Owners to help secure the Yoo-rrook Justice Commission — the nation’s first truth-telling process with the full powers of a Royal Commission.
 
As a Senior Media Adviser in the Office of Premier Daniel Andrews, Emma provided high-level strategic counsel on major reforms including the Big Build infrastructure program, Free TAFE, and Australia’s first Royal Commission into the Prevention of Family Violence. Her work supported these initiatives across local, state and national platforms.
 
In the ACT, Emma served as a Senior Adviser to Chief Minister Andrew Barr, contributing to landmark outcomes such as securing Canberra’s first international flights to Singapore and New Zealand, delivering the city’s light rail project, and making the ACT the first Australian jurisdiction to regulate rideshare services like Uber.
 
Earlier in her career, Emma worked closely with Prime Minister Julia Gillard, supporting international delegations, providing personal and strategic assistance, and contributing to parliamentary preparation during sitting weeks.
 
Internationally, at the Australian High Commission in Islamabad, Pakistan, Emma played a key role in integrating the Department of Foreign Affairs and Trade with Australian Aid, while also shaping improvements to human resources and property policy.
